Introduction

Puerto Bahía is a multipurpose port terminal with 6 years of operations, located in a strategic location: the bay of Cartagena. Inaugurated in 2015, it was developed with 100% private investment to encourage exports in Colombia and to increase the commercial competitiveness of the country and the region.

Today, Puerto Bahía is a leader in the handling of hydrocarbons, ro-ro cargo and project cargo in the country. It has the most advanced technology for loading and unloading hydrocarbons. In addition to that, it has a transfer capacity to dock of up to 1,200,000 barrels per vessel within a period of 36 hours. Currently, Puerto Bahía has 8 hydrocarbon storage tanks with a nominal capacity of 333,000 barrels each.

In addition to transporting oil and hydrocarbons, the company has a general cargo terminal that handles all imports, including vehicles and machinery. Puerto Bahía has business agreements with renowned automobile manufacturers such as Ford, General Motors, Porsche, Honda and Volkswagen.

The challenges

Because Puerto Bahía is a new port facility, inaugurated in 2015, the builders were able to design the Port Terminal and its security system from scratch. Like any maritime establishment, it had to comply with global security standards and procedures to prevent acts of terrorism, theft, drug trafficking and contraband that could compromise the integrity of customers, cargo, personnel and assets.

During the construction phase, there was a huge deployment with countless security guards and very basic access controls. However, as operations progressed and the number of employees, visitors and cargo increased, it was necessary to optimize physical and electronic security and implement a more robust solution with multiple layers of security to control access to the Maritime Terminal.

The solution

Puerto Bahía chose the varied portfolio of scalable high security solutions provided by Johnson Controls. Alejandro David Sejnaui Coronado, Director of Technology and Processes at Puerto Bahía, is in charge of the company's digital transformation strategy, focused on transforming processes, the business model, customer experience and culture. For this case, the formulation of the project in general covered the software, the applications and the complete technological infrastructure of the communications center and the physical security system.

The first step for Puerto Bahía was to implement the C•CURE 9000 event management and access control system to facilitate the management of the entry of employees, contractors and visitors. This scalable solution supports up to 5,000 readers per server and 500,000 cardholders for access control. In addition, as the system offers video viewing and dynamic reports on system activity, alarms and visits, it made it possible to centralize the management of security operations. With C•CURE 9000, you can take advantage of the dynamic view and mapping functionality to gain critical information and improve response time to security incidents.
Regarding the video functionality, a video management system had originally been installed that did not integrate perfectly with the access control and event management system. That decision caused big problems and prompted investment in a new NVR and VMS solution: exacqVision. That was a turning point in the project, especially in terms of the manageability of the surveillance system.

"It was a turning point," Sejnawi said, describing the decision as "the jewel in the crown." “Being able to supervise our team, have control functionalities, use the information in investigations and have communication between the systems was a great leap in quality in terms of security and surveillance of the Port Terminal.”

Two high-performance exacqVision Z-Series NVRs provide a high-capacity, scalable video storage solution. With 250TB of storage, the system is capable of 90 days of video recording retention. In addition, the system can do continuous video recording at up to 1200 Mb/s and support a large number of high-definition cameras.

In order to carry out visual monitoring of the facilities, Puerto Bahía implemented 136 cameras from Illustra Flex and also from other manufacturers. IP cameras were placed throughout the interior of the facility and in outdoor areas in order to capture high-quality images both during the day and at night. In this way, the company can take advantage of features such as high-definition imaging and integrated tamper detection, which quickly identify a blocked lens or bright light. Day/Night mode allows you to record high-quality video in low-light conditions.

Each camera is monitored in real time through the exacqVision video management system (VMS), a scalable, intuitive and easy-to-use solution. Thanks to this system, port security personnel can flag important recordings for later viewing or do a quick search for video anomalies.

In addition, Puerto Bahía incorporated Tyco Radar, the first implementation of its kind in Colombia, in which an integrated ground-based radar system has automatic cameras that track intruders. With eleven radars in total, the Tyco Radar system provides complete coverage of the entire perimeter of the Maritime Terminal. Monica Prieto, Business Development Manager for Johnson Controls in North Latin America and the Andean Region, explained: “During the solution design process, we incorporated the artificial intelligence platform into Tyco Radar, along with the exacqVision integration, in order to classify video objects in real time and identify possible false alarms.
The deep learning engine provides greater effectiveness in the perimeter protection of Puerto Bahía, as it allows operators to assess the risk with respect to what is being tracked through the Tyco Radar system, such as cars, motorcycles, people, animals, and so on". When that happens, the system "automatically tracks the intrusion using the Illustra cameras' PTZ function," Prieto added.

According to Sejnaui, “many people believe that digital transformation is synonymous with huge investments that cannot be recovered, but that is not necessarily the case. We invested in state-of-the-art technology, and with that investment, we immediately reduced security costs by 30 percent.”

“As part of our consulting work with Puerto Bahía, and with the aim of always maximizing ROI, we carried out a follow-up process from the factory to the end user, in which we supported prior validation through a proof of concept in the field and We analyze the scope, topographical requirements and technical feasibility. Therefore, the development of the project by the integrator was successful, since it fulfilled and even exceeded the initial sale promise”, added Luis Bonilla, Business Development Manager for Latin America and the Caribbean at Johnson Controls.

The future

Although the end user is extremely satisfied with the results of the current security solution, their future plans include continuous improvement of the security system. One of its objectives is that Puerto Bahía always have the highest level of security and be at the forefront of new technologies and solutions.

“Our clients and port authorities have a very positive perception of Puerto Bahía thanks to what we have done,” he said. “It is not just about what 'we' have done, but what we have implemented together with Johnson Controls has allowed us to have state-of-the-art, high-tech integrated security systems and to be a benchmark for other Port Terminals. ”.

As part of its "DigiPort" Digital Transformation strategy, the company is implementing new automation and innovation projects based on 4.0 technologies such as Blockchain and Artificial Intelligence.
